Russia Suspected in Breach of U.S. Federal Court Filing System

Russian state-backed hackers are believed to be behind a breach of the U.S. judiciary’s electronic case filing system, PACER, according to The New York Times, which cited unnamed sources familiar with the investigation.
The attackers reportedly targeted midlevel criminal cases in New York City and other jurisdictions, focusing on matters involving individuals with Russian or Eastern European surnames.
The breach, first reported by Politico last week, may have exposed sealed criminal dockets, arrest warrants, confidential informant identities, and other non-public court records — potentially putting informants at risk of retaliation.
In a statement on August 7, the Administrative Office of the U.S. Courts confirmed the cyberattack, warning that “persistent and sophisticated” threat actors had compromised sealed records. An internal memo described the incident as “an URGENT MATTER that requires immediate action.”
This would not be the first time Russian hackers have infiltrated the U.S. court system. During the 2020 SolarWinds supply chain attack, Kremlin-linked groups gained access to numerous government agencies, including PACER, allowing them to steal sealed court documents.
Officials say security measures are being strengthened to prevent future breaches, and efforts are underway to assess the impact on ongoing cases and protect affected litigants.
