Citizen Lab Director Urges Cybersecurity Industry to Confront Rising Authoritarianism

Ron Deibert, director of Citizen Lab, is calling on the cybersecurity community to take a more active role in defending democracy and fighting authoritarianism. In a keynote at this year’s Black Hat conference in Las Vegas, Deibert plans to warn about what he calls a growing fusion of technology and fascism — a threat he says the industry can no longer afford to ignore.
Deibert argues that Big Tech is contributing to a new wave of “collective insecurity” by enabling government surveillance and spyware abuse. He’s especially concerned about the weakening of threat intelligence teams at companies like Meta and Apple, which have played key roles in exposing spyware campaigns against civil society.
He also cited growing political pressure on cybersecurity leaders, pointing to recent actions by President Donald Trump against former CISA officials. Echoing sentiments from ex-CISA director Jen Easterly, Deibert says now is the time for cybersecurity professionals to speak out and engage, not stay neutral.
He warns of a “market failure” in cybersecurity that leaves civil society vulnerable, and urges companies to contribute pro bono work to offset that gap. “The security problems you set out for yourselves may be trivial in light of the broader context,” Deibert said, urging the industry to recognize its role in preserving democratic institutions.
